Location Test Certificates



Locations where more than a specified quantity (the threshold) of a hazardous substance are held may require a Location Test Certificate. It is the responsibility of the Person in Charge to ensure a site has a LTC, if it is required.

Before a Location Test Certificate can be issued, a test certifier must visit the site and ensure that the requirements of the HSNO Act are met. Generally, if you hold a Class 2 (Flammable Gas), Class 3 (Flammable Liquid), Class 4 (Flammable Solid) or Class 5 (Oxidising Agent/Organic Peroxide) you probably need a LTC.

The test certifier will examine a number of issues at your site, including (but not limited to) those listed below.

  • You will need to ensure that the local Enforcement Officer has been informed of the location of the hazardous substances, the nature of the hazardous substances and the quantities present.

  • You will need to have a site plan detailing the location of hazardous substances, hazard control zones, and hazardous atmosphere zones.

  • You will need to show that the requirements surrounding the presence/availability of approved handlers have been met.

  • You may need to have an emergency response plan and secondary containment systems.

  • You will need to have fire extinguishers available. You may also need protective clothing, and breathing apparatus available.

  • You will need to show that controls are in place to prevent accidental ignition - these controls must meet the requirements specified in the HSNO Act and differ depending on the class of hazardous substance.

  • You must ensure that hazardous substances are correctly stored and incompatible substances are segregated.

  • You must ensure that all hazardous substances can be safely locked away.

  • You will need to display all the correct signage, as required by the HSNO Act.

Approved Handler Certificates

The HSNO Act requires some hazardous substances to be under the control of an Approved Handler. For some substances this means that an Approved Handler must be on site at all times the substances is not securely locked away. For other substances the Approved Handler may train others to use the substance safely and may only need to be available (e.g. contactable by phone).


Understand the HSNO Act


You will need to demonstrate that you understand HSNO Act including:

  • Purpose and Principles of the HSNO Act

  • Offences and Defenses of the HSNO Act

  • Classifications of hazardous substances

  • Controls imposed under the HSNO Act

  • Requirements for Approved Handlers

  • Emergency Response Management

Knowledge of the hazardous substance(s)

You will need to show you know the specific hazards of the substance(s) you will be handling, and how to prevent harm to people and the environment when handling these substances. You will also need to demonstrate that you know what to do in an emergency situation involving the hazardous substance(s).


Practical experience with the hazardous substance(s)

You will need to demonstrate that you have practical experience in working with the specific hazardous substances that you are applying for a certificate for. You need to show that you know how to safely operate any associated equipment (including safety clothing and equipment). A workplace assessment can fulfill this requirement.
